This interactive program will address basic federal fiscal law. Topics will include major sources of law, including relevant statutes, legal opinions, and policies. The program will touch upon the major statutes and how federal appropriations within Congress, and how Federal Government expenditures, including contracting, work. It will also cover the basic principles for evaluating fiscal issues, and the key elements of the analysis of a fiscal law question, including the concepts of purpose, time, and amount. In addition, the program will contain a practicum during which the participants will walk through actual documents to determine the answer to a fiscal law question presented.
Chad Miller will present this class. Mr. Miller began his career as a civilian attorney for the United States Navy, first at the Naval Facilities Engineering Command, United States Navy, and then an Associate General Counsel to the Assistant Secretary of the Navy (Financial Management & Comptroller). He then worked in private practice at a DC law firm for several years. He is currently a Principal and Associate General Counsel at KPMG LLP, where he focuses on Government Contracting.
